Founded in Las Vegas in 2015 to exclusively serve homeowner associations in the Southern Nevada region, we have quickly established ourselves as the go-to Las Vegas management company for local communities. We now oversee the daily operations of numerous Las Vegas-area HOAs, managing millions of dollars in community association budgets for single family homes, condominiums and high-rise communities.

Management services include but are not limited to meeting attendance, compliance inspections, preparation and distribution of notices, reports and meeting minutes, obtaining and supervising work bids, and ensuring the association’s continued insurance coverage.

VISIONARY LEADERSHIP


Shelley Leobold, SCM
Vice President

Shelley is an expert in community association management, having served in a multitude of leadership capacities for a variety of associations over a 15-year career. She has an extensive track record of developing community manager training programs and establishing management procedures and guidelines.

Shelley has succeeded in using old and new techniques to deliver exceptional customer service to countless HOAs throughout the Las Vegas valley. As a former two-year president of her own HOA, she understands the expectations of board members and consistently exceeds them.

Shelley holds a Nevada real estate license and a supervising community manager certificate. She was a founding member of the Nevada Association of Community Managers and is presently a member of Community Association Institute.






Richard Rodriguez, CMCA
President

Richard Rodriguez is president of our parent company Soleil Management, which he formed in 1999. He is responsible for the property management of resort properties in Hawaii, Orlando, Palm Springs and Las Vegas and for community associations in Hawaii and Florida. Richard oversees a work force of about 800 employees and annual budgets of approximately $95 million.

He received a B.A. from the University of Nevada, Las Vegas, and holds a Nevada Real Estate license.

Richard is a member of the American Resort Development Association (ARDA), the national trade association for the vacation ownership industry; and the Community Associations Institute (CAI), the national organization for community associations.






Robert Wagner
Chief Financial Officer

Robert has more than 20 years of experience in real estate development and property management. A CPA, he also holds a real estate license and a property management certificate. He spent two years in public accounting before moving into the resort management industry.

Robert began his career with us as our assistant controller in 1999 and was promoted to controller in 2002, later becoming Chief Financial Officer. He holds a master’s degree in accounting from Southern Utah University. Robert also has an extensive background in construction. He ran his own company for 10 years, during which time he built custom homes, commercial buildings and churches.






We implement these services through an experienced team of associates, each of whom undergoes many hours of rigorous classroom training to become provisional managers. After two years they become licensed community managers who are uniquely qualified to lead an association.
